Konstantinos Kioleoglou is a Greek civil engineer, real estate developer, valuer, author and business leader with approximately three decades of experience in Greece and East Africa. His career spans the technical delivery of projects, property valuation, investment analysis, international business development and market commentary.

He has worked across residential development, cross-border real estate partnerships and sustainable agribusiness. As Managing Partner of AVAKON Real Estate Development, he now brings this broad experience to contemporary residential projects on the Athens Riviera and in the Cyclades.

Education and professional expertise

Kioleoglou holds an Integrated Master’s degree in Civil Engineering from the National Technical University of Athens and an MSc in Real Estate Investment and Finance from Heriot-Watt University. He holds the Recognised European Valuer (REV) designation under TEGoVA and is certified as a Safety Engineer by the Greek Ministry of Labour.

He is affiliated with the Technical Chamber of Greece, the Hellenic Valuation Institute and the Association of Greek Valuers. His expertise covers real estate development and valuation, land acquisition, investment appraisal, construction and project management, market research and international business strategy.

Professional career in Greece and East Africa

Kioleoglou built his career in engineering, construction, valuation and real estate investment before expanding his activities into East Africa. Working across these markets strengthened his ability to assess opportunities, establish partnerships and coordinate the technical and commercial stages of complex projects.

In Kenya, he served as Director of Engineering and Valuations at TSI and was behind TSI’s 2014 deal with DAMAC Properties.

He later served as CEO and Regional Managing Director of the multi-award-winning APC’s East African operations. In that role, he oversaw work involving land acquisition, plantation development, business development and regional expansion. The move into agribusiness drew on his experience in evaluating land, managing projects and developing long-term investment plans.

Kioleoglou was also behind APC’s 2018 deal with Bidco Africa. Working with Bidco chairman Dr Vimal Shah, he advanced a memorandum of understanding for the large-scale supply of bamboo biomass as a renewable energy source for Bidco’s industrial operations. The proposed initiative sought to link sustainable cultivation with industrial energy demand and opportunities for local growers.

Under Kioleoglou’s leadership, APC received recognition from the Kenya National Chamber of Commerce and Industry, including New Business of the Year in 2016 and Best Agribusiness of the Year in 2017 and 2018. These awards reflected the growth and profile of its East African activities.

His work in East Africa extended to engineering and infrastructure-related business development. Through AVAKON’s activities in Kenya, he explored opportunities in smart parking, building technology and the blue economy, including cooperation related to maritime and port infrastructure.

Across these fields, Kioleoglou has built a professional profile that combines engineering judgment, financial analysis and hands-on project leadership with the ability to develop partnerships across sectors and markets.

 

AVAKON and the Athens Riviera

As Managing Partner of AVAKON Real Estate Development, Konstantinos Kioleoglou leads the company’s business development and strategic direction. Drawing on his experience in engineering, valuation and investment, he helps guide the selection and development of projects from initial assessment through to delivery.

AVAKON develops contemporary luxury residences in sought-after locations along the Athenian Riviera, including Voula, Glyfada, Vouliagmeni and Varkiza, with activity also extending to Paros. Its approach brings together architectural design, energy performance and construction quality to create homes suited to their coastal settings. Kioleoglou works closely with AVAKON’s architects, engineers and project team to put that approach into practice.

In 2026, AVAKON was named “Contemporary Luxury Residential Developer of the Year” at the Athens Riviera Luxury Awards, held under the auspices of the Greek Ministry of Development. Kioleoglou accepted the award from Member of Parliament and former Minister Makis Voridis.

Author and contributor to property-market debate

Kioleoglou is the author of The Secrets of Investing in Real Estate: Everything a Beginner Needs to Know, a practical introduction to property investment. The book helps readers assess value, understand risk and financing, and consider how market conditions affect investment decisions.

His writing has reached audiences in both Kenya and Greece. In Kenya, his articles and professional commentary have appeared in print and online through Daily Nation, Business Daily, The Standard, The African Executive, Nairobi Law and Nairobi Business Monthly, as well as specialist property publications. His contributions have addressed topics including real estate finance, housing and market conditions.

In Greece, he has published property market analysis in Capital.gr, Skai.gr and NouPou.gr, covering investment prospects, housing trends, construction, regulation and the development of the Athens Riviera. He has also shared his views through interviews and expert commentary in Parapolitika, Powergame.gr and Kathimerini.gr.

His published work has been cited in publications by the World Bank and the OECD. The OECD referenced his writing on Nairobi’s affordable housing crisis, while a World Bank report on Kenyan urbanisation cited his work in its discussion of housing and the built environment.

Lectures and professional speaking

Kioleoglou has shared his experience at academic, professional and investment events in Greece and Kenya. His appearances include Strathmore University in Nairobi, events involving Harokopio University and the Hellenic Valuation Institute, and forums connected with the Technical Chamber of Greece, the Kenya National Chamber of Commerce and Industry , Kenya Association of Investment Groups and Greek–Kenyan business cooperation.

At the 2016 Athens Money Show, he spoke about investment in emerging markets and Kenya’s real estate sector at a forum organised by the Hellenic Valuation Institute. His presentation drew on his direct professional experience in East Africa.

At the 2024 Money Show, his subject focised on the Building Regulations and Law of Greece and its latest updates. The presentation reflected a major topic which affected the Greek property market and real estate development industry forming a new era for the grek market

Greek business delegations and international participation

Kioleoglou participated in two Greek Ministry of Foreign Affairs business delegations to Kenya: the first in July 2016 and the second in December 2018. The visits sought to develop commercial relationships between Greece and Kenya. Coverage of the 2016 delegation identifies him at a meeting with the Kenya National Chamber of Commerce and Industry alongside representatives of the Greek Ministry of Foreign Affairs.

He also participated in UNCTAD meetings in Kenya .His participation in these events reflects a sustained role in connecting Greek professional expertise and businesses with opportunities in East Africa.

Corporate social responsibility in Kenya

Community involvement has been a consistent part of Kioleoglou’s work, both through the organisations he has led and in his personal capacity. In Kenya, he supported initiatives through APC that included student scholarships, donations of water tanks and food, and environmental awareness activities. These efforts responded to practical needs in local communities and extended the company’s contribution beyond its commercial operations.

His environmental work included large-scale bamboo planting with Bidco Africa at Ndakaini Dam and a riverbank conservation project in Busia County. Together, these initiatives reflected a commitment to education, access to water and the protection of natural resources.

Community involvement in Greece

In Greece, Kioleoglou has helped develop AVAKON’s corporate social responsibility programme, supporting local communities, sports and humanitarian initiatives. The company’s activities include support for PIKPA and continued cooperation with the UNESCO South Suburbs branch.

Kioleoglou has received two UNESCO-related recognitions: one associated with AVAKON’s support for the renovation of the PIKPA–PAAPAD facilities in Voula, and another recognising his continued contribution to the branch’s community initiatives. AVAKON sponsored the study and renovation works for the PIKPA event building, and Kioleoglou accepted the recognition on the company’s behalf at its inauguration.
